Q 1  Some people say that tithe exists only in Korea. Protestant pastors urge the lay people to donate tithe, quoting the Book of Malachi. They say tithe must make you (lay people) more richer. A few months ago, the Presbyterians intented to change their (Constitution) Law to authorize them as the true lay people if they pay tithe. Is tithe valid in the New Testament?


Q 2  As a Catholic, how much money (appropriate level) lay people have to donate as church collection? And is it possible to constantly attend the Mass without church collections? Is it guilty or innocent?


A 1 For your questions: 1) tithes do not exist only in Korea. Protestants are very keen on collecting tithes all over the world! The situation is this: in the Old Testament, there were 12 sons of Jacob, but then Jacob adopted the two sons of Joseph as his, thus making in fact 13 tribes of Israel, since Manasse and Ephraim are counted separately! This was the way to give ¡°a double portion of inheritance¡± to Joseph. Now the land itself was divided into 12, because the tribe of Levi did not possess land; they only had houses (and villages grouping these houses), because their income was from their service of God, by the tithes. In the New Testament, the Apostles followed the example of poverty of our Lord Jesus Christ, who ¡°did not have a stone where to recline his head¡± (Mt. 8:20) and as our Lord lived of the spontaneous donations of the devout people, so did the apostles (see ¡°So also the Lord ordained that they who preach the gospel, should live by the gospel¡± 1 Cor. 9:14). Nowhere in the New Testament is it mentioned that one should give 10%: that was Old Testament law.

 
Now since generosity was greater in the New Testament than in the Old Testament, the custom came early in the Church that those who had income would give at least like in the Old Testament, and thus the custom of the tithes came in, and since often custom becomes law, it became a law in the Middle Ages; but them came also abuses of the law, and some clergy became more eager to collect their tithes than to fulfil their duties, and secular princes were striving to have their relatives appointed at ¡°lucrative¡± positions within the Church¡¦ Simony came in, etc. God overcame these evil with the good of the Mendicant Orders, i.e. orders of monks (Franciscans, Dominicans, etc.) who did not have any income and lived of ¡°begging¡±, of freely given offerings. Then the living of the clergy was organised no longer on the basis of tithes but rather on the basis of the revenues of properties which had previously been given to the Church (=rents). Then when some government (such as King Henry VIII or the French Revolution or later in 1905 the French republic) stole all the church properties (yes, indeed!), then the Church lives in these lands of freely given offerings by the faithful: NO SET RATE IS REQUESTED. Some (most) people give less than 10%; some (few) give more.

  
 In the Old Testament, God promised a lot of earthly rewards and punishments, which were mostly intended to signify spiritual rewards and punishments. It was an encouragement to practice the Law of God; but the danger was that people would set their goal to these earthly rewards rather than to the eternal life. Now many Protestants think that these earthly rewards and punishments are still valid in the New Testament: sometimes God does give earthly rewards and punishments, but not in the same way as in the Old Testament at all. They preach tithes based on the eagerness of these earthly rewards (this is what you wrote: ¡°Tithe must make you (lay people) more rich¡±: if this is the intention for which one gives tithes, ¡°if I give I¡¯ll get rich¡±, then the motive is greed!): this is not right. And it is a way for the preachers themselves to get rich! In this they do not imitate our Lord Jesus Christ: ¡°For you know the grace of our Lord Jesus Christ, that being rich he became poor, for your sakes; that through his poverty you might be rich¡± (2 Cor. 8:9). The riches that we receive ¡°through His poverty¡± are not earthly riches, but rather heavenly ones.

  
2nd question: how much money to donate in Church collection? St Paul answers this question beautifully in 2nd Corinthians, chapters 8-9: read the whole. I point out here a few points of St Paul:

1/ To give in church collection is not a ¡°commandment¡±, but a counsel of charity: ¡°I speak not as commanding; but by the carefulness of others, approving also the good disposition of your charity¡± (2 Cor. 8:8). Also: ¡°and herein I give my advice¡± (2 Cor. 8:10)
 

2/ What quantity? ¡°[the good will] is accepted according to that which a man hath, not according to that which he hath not. For I mean not that others should be eased, and you burthened, but by an equality. In this present time let your abundance supply their want, that their abundance also may supply your want, that there may be an equality,¡± (2 Cor. 8:12-14). In other words, one should give proportionally to what one has/earns. He that has little and earns little should only give little, and sometimes he may even be excused from giving at all. He that has much should give more, and could not be excused if he were to give nothing.

Here you have the answer to your last question: can one be excused from giving at all? If he has little, yes; if he has much, not really.

  
 There is one additional consideration: the obligation to give to the Church¡¯s good works does not impose to give to this or to that good work: for instance, if someone supports a convent, or an orphanage in India, or a similar good work, he is not bound to give much locally; however since a faithful who regularly goes to Mass to a particular parish/priory/chapel has a certain debt of gratitude towards the clergy that serves this chapel and therefore – if he has the means – should not completely neglect the local chapel that serves him under the pretext that he gives much to a far-away good work (convent, orphanage, etc.): there is a certain order in charity, and St Paul calls for a certain ¡°equality¡± (not mathematical equality, but a proportion, a ¡°ratio¡±: which means at the same time something that is proportionate and reasonable). In any case, the fact that each one is free to choose to whom he gives makes that the local clergy is not in a position to request local support above the normal regular donations (collection Sunday offering).
